Given the intent to revise the NHSSP, the assignment of this as ‘not reachable in 2023’ seems aggressive. Through the development of the NHSSP 2022 – 2026, there might exist opportunities to advance to initial implementation by 2023.

The COVID-19 has had many indirect and unintended consequences. The national response to this necessitated work beyond the 40-hour work week as well as establishing engagements with private sector partners. This required an outlay of funds above and beyond those defined in the FY2020/2021 national budget for the human resource component of health.

Task shifting and cross training are likely targets to be achieved versus an increased proportion of the fiscal budget.
