Uneven distribution of health personnel across the country. Within the context of the geographical location, there may be a concentration of health personnel in the central region, while there are limited numbers of health personnel available in the rural areas.

COVID-19:
In the initial stages of the pandemic the Prime Minister made a verbal pronouncement, that housing and nannies would be provided for frontline health care workers.

Rural retention mechanisms are insufficient for motivating and retaining health workers deployed in rural areas.

Observaciones:
There was an increase of 8.97% in the health workforce in 2020 over 2019, which may be attributed to the increase in numbers of nursing professionals from 742 to 897.
Bilateral agreement with the Government of Cuba for 121 health care workers from Cuba, including doctors and nurses, to assist with delivery of specialized health services.
As of February 2021 there are presently 102 Cuban personnel in country. The 59 members of the Henry Reeve Brigade have returned to Cuba.

The country used interprofessional teams to support the COVID-19 response.

An integrated approach was used to manage covid-19 cases. In addition, telemedicine using the whatsup app was also instrumental in referrals and specialist consultations from the community hospitals to the regional hospitals and to the tertiary level.

An agreement was established between the MoH and the University of Belize where if the need arises, final year nursing students could be used to assist with support for managing the pandemic.

COVID-19:
PAHO/WHO COVID-19 Virtual Capacity Building Training Plan. 973 healthcare workers were trained in a variety of topics through a series of training sessions.
The MOHW also offered capacity building training for all category of staff in preparation for the Covid19 pandemic. This included plan of action, surveillance plan, infection control practices, case management.
Observaciones:
Continued medical education in the form of virtual sessions has been continuous due to the evolving guidelines in case management and surveillance interventions.

The nursing program at the University of Belize is accredited by the Regional Nursing Body for the Caribbean. And for nurses to practice in Belize a national exam has to be passed for the practical nurses. As for the Registered Nurses they must succeed in the Regional Examination for Nurses Registration (RENR) in the Caribbean.

In Belize the Belize Medical Council is responsible for the issuance of license to practice for all medical and dental doctors. The Belize Nursing Council is responsible for the issuance of license for all nursing cadres in the country.

The Human Resources for Health Plan 2019-2024 does include the training needs for specialists training. This however has still not been fully implemented. There is an agreement with the Cuban Government to train specialists based on needs for which several doctors are presently specializing in Cuba. A great number of doctors seek medical education on their own in other countries, mainly Guatemala, Mexico, and Costa Rica.

In closing the gap with specialist there MOHW proceeded in hiring foreign medical specialists from Nicaragua. A total of 10 specialists were recruited from Nicaragua. The Cuban brigade also assists with specialists care.
