Prior to COVID-19, there was a 40% budget cut across all Ministries, including the Ministry of Health and there was the non-renewal of contracts of retired persons. However, in the event of the pandemic although there no HRH budget allocated to COVID-19, prioritization of fiscal measures included special consideration to the offer of contracts, to health care workers, especially to those persons working in essential services and hiring of retired health care workers were supported as part of this exercise.
There is no separation of the HRH budget, except through the identification of wages and salaries for permanent and temporary staff.
For fiscal year 2021-22 there is an inclusion of a Covid-19 budget that takes into account the HRH needs for all public health facilities. Since Covid-19 is a national priority there is a more than 90% chance that the entire budget will be approved.
