COVID-19: 
The Covid-19 pandemic has highlighted the gaps in HRH and some of those gaps have been addressed partially. An assessment needs to be done.
Observaciones: 
The Ministry of Health Belize has developed the Belize Human Resources for Universal Health Strategic plan 2019-2024. This five-year plan which was created prior to the COVID-19 pandemic, seeks to identify the importance of HRH in Belize and presents a situational analysis, with the view of addressing the HRH needs to support the achievement of health outcomes in Belize. Belize Human Resources for Universal Health Strategic Plan 2019-2024 is in process of implementation.

COVID-19: 
The Ministry of Health collaborated with the Ministry of Public Service to contract new health personnel through a prioritization process, which is supported by the Ministry of Finance. Through the National COVID-19 Response Plan also, the exception exists for the mobilization and scaling of healthcare workers, despite the general freeze in hiring on hiring government personnel, based on financial constraints.

COVID-19: 
The Human Resources for Health Plan 2019-2024 projections did not take into account the magnitude of the pandemic and the need for the added numbers of personnel needed to support the prevention, control and management of the pandemic.
Observaciones: 
The Human Resources for Health Plan 2019-2024 includes projections for health care workers. The country was generally proactive and in the interest of the HRH in Belize, the Human Resources for Health Plan 2019-2024 identified a formal forecasting model for its health care workforce, which is aimed at addressing the issues related to human resource capacity within the sector.

Lack of a National HRH Database for proper succession planning. MOHW can account for the HRH for the public sector but an assessment of HRH in the private sector is pending. This would definitely give the exact figures of HRH presently active in the country.

COVID-19: 
Prior to COVID-19, there was a 40% budget cut across all Ministries, including the Ministry of Health and there was the non-renewal of contracts of retired persons. However, in the event of the pandemic although there no HRH budget allocated to COVID-19, prioritization of fiscal measures included special consideration to the offer of contracts, to health care workers, especially to those persons working in essential services and hiring of retired health care workers were supported as part of this exercise.
Observaciones: 
There is no separation of the HRH budget, except through the identification of wages and salaries for permanent and temporary staff. For fiscal year 2021-22 there is an inclusion of a Covid-19 budget that takes into account the HRH needs for all public health facilities. Since Covid-19 is a national priority there is a more than 90% chance that the entire budget will be approved.

Observaciones: 
There was an increase of 8.97% in the health workforce in 2020 over 2019, which may be attributed to the increase in numbers of nursing professionals from 742 to 897. Bilateral agreement with the Government of Cuba for 121 health care workers from Cuba, including doctors and nurses, to assist with delivery of specialized health services. As of February 2021 there are presently 102 Cuban personnel in country. The 59 members of the Henry Reeve Brigade have returned to Cuba.

The country used interprofessional teams to support the COVID-19 response.

An integrated approach was used to manage covid-19 cases. In addition, telemedicine using the whatsup app was also instrumental in referrals and specialist consultations from the community hospitals to the regional hospitals and to the tertiary level.

COVID-19: 
PAHO/WHO COVID-19 Virtual Capacity Building Training Plan. 973 healthcare workers were trained in a variety of topics through a series of training sessions. The MOHW also offered capacity building training for all category of staff in preparation for the Covid19 pandemic. This included plan of action, surveillance plan, infection control practices, case management.
Observaciones: 
Continued medical education in the form of virtual sessions has been continuous due to the evolving guidelines in case management and surveillance interventions.

The nursing program at the University of Belize is accredited by the Regional Nursing Body for the Caribbean. And for nurses to practice in Belize a national exam has to be passed for the practical nurses. As for the Registered Nurses they must succeed in the Regional Examination for Nurses Registration (RENR) in the Caribbean.

In Belize the Belize Medical Council is responsible for the issuance of license to practice for all medical and dental doctors. The Belize Nursing Council is responsible for the issuance of license for all nursing cadres in the country.

COVID-19: 
The Human Resources for Health Plan 2019-2024 does include the training needs for specialists training. This however has still not been fully implemented. There is an agreement with the Cuban Government to train specialists based on needs for which several doctors are presently specializing in Cuba. A great number of doctors seek medical education on their own in other countries, mainly Guatemala, Mexico, and Costa Rica.
Observaciones: 
In closing the gap with specialist there MOHW proceeded in hiring foreign medical specialists from Nicaragua. A total of 10 specialists were recruited from Nicaragua. The Cuban brigade also assists with specialists care.
