The State declared a national curfew on April 3, 2020. The decree does not explicitly mention measures on HRH staffing or scaling.
Observaciones: 
Health Vision 2030, the upcoming national health strategy to 2030, has included as a priority the approval of national HRH policy to be done before June 2021. There was a human resource policy / strategy which was not implemented by MOH. Besides the HV 2030. In March 2019 MoH started the first phase of a strategy by conducting a situation analysis with Dalhousie University. It’s in draft. It was not completed by MoH.

Observaciones: 
The Georgetown Public Hospital Corporation staff that works in the COVID 19 unit has received incentives to date. MOH approved a one time incentive for all health workers.

COVID-19: 
There was a shortage of health care workers before the pandemic started. Hiring of new 40 permanent staff in the 10 Administrative Regions to perform health surveillance functions. A Cuban medical mission works in the country before the pandemic (approximately 140, including 20 medical specialists, 60 family medicine doctors and 60 more professionals between nurses, therapists and other professionals). There are Cuban HCWs who moved to Guyana to work as health care professionals. No additional Cuban health care workers have come to Guyana after the start of the epidemic. We also have the Chinese medical brigade

COVID-19: 
Rapid Response Teams were deployed in key affected regions to support screening, lab samples, isolation, referral, and contact tracing. Personnel at the PHC centers are composed of nurses and midwives. Some centers have physicians. Though the different category of staff may be present they do not work as a team nor have received IPE in any subject area during their training.
Observaciones: 
Interprofessional Educational (IPE) training has started. 56 educators have undergone the training therefore in the near future the first level of care is expected to have interprofessional teams to provide holistic treatment to patients.

To fill the gap, health professionals assume the role of supervisors inorder to delegate, redistribute and supervise task. For example, the most senior staff nurse assumes the responsibilities as the Nurse in Charge at facilities that does not have the scope for a ‘Nursing Supervisor’ and the Ministry is in the process of structuring a remuneration package, by way of an allowance, to the employee.

Not aware of any MOU on migration. This has been a sore point for the country since 1970’s. In 2018 a consultant came and conducted an assessment on migration for the Caribbean. Maybe that report will have something on any agreement the country may have signed.

According to the health sciences director, the Medex and Public health Nursing Programme is accredited with the UG. The Professional Nursing is accredited with the National Accreditation Council.
Observaciones: 
I’m not sure if 50% of the programmes are accredited. UG has had in the past problems in this area for professional like medex, Public Health programme for Nurses. No know if they have received accreditation as yet. For the Medical school they lost accreditation and got it back. So, some professional programs are accredited but cannot assign a percentage currently.

The health professionals being trained under the Ministry are educated on social accountability standards. Prior to graduating, each trainee must complete a specific amount of time in the practical aspect of their course to test their competencies. The Tutors lecturing the students must be a holder of a Bachelor’s Degree and teach based on the guidelines of the scool.

Observaciones: 
Less than 30 percent of specialist positions are at the first level of care. Only those who specialized in family medicine can be found in the community.
